YABhg. Tun Musa Hitam, former Deputy Prime Minister of Malaysia, will represent YAB Dato’ Sri Mohd Najib Tun Haji Abdul Razak as head of the Malaysian delegation to the 32nd ASEAN Summit from 27-28 April 2018 in Singapore. YABhg. Tun Musa Hitam will be accompanied by his wife, the Secretary General of the Ministry of Foreign Affairs, YBhg. Dato’ Seri Ramlan Ibrahim, and senior officials from the Ministry of Foreign Affairs, the Ministry of International Trade and Industry (MITI) and the Economic Planning Unit, Prime Minister’s Department.

The upcoming Summit will be the first meeting of the ASEAN Leaders under Singapore’s Chairmanship for the year 2018. Singapore’s theme, “Resilient and Innovative”, will provide a platform for the ASEAN Leaders to deliberate on ASEAN solidarity and the organisation’s ability to navigate emerging challenges such as terrorism and violent extremism. It also reflects on Singapore’s emphasis and commitment to promote schemes that capitalise on innovation.

The Summit will also provide a platform for the leaders to evaluate the progress of on-going efforts to strengthen the ASEAN Community, premised on the ASEAN 2025: Forging Ahead Together document, which sets overarching goals for the three pillars of ASEAN.

The Leaders will further take the opportunity to exchange views on the future trajectory of ASEAN-led initiatives, as well as contemporary issues germane to the interests of the region and the wider international community.   

The ASEAN Summit was preceded by several meetings of different levels namely, Meeting of the Committee of Permanent Representatives to ASEAN (CPR) on 25 April 2018, the ASEAN Senior Officials’ Meeting (SOM) on 26 April 2018, the ASEAN Foreign Ministers Meeting, the ASEAN Coordinating Council and the ASEAN Political- Security Community Council Meetings on 27 April 2018.

51st ASEAN FOREIGN MINISTERS’ MEETING / POST MINISTERIAL CONFERENCES (51st AMM / PMC) AND RELATED MEETINGS

YB Dato’ Saifuddin Abdullah, Minister of Foreign Affairs of Malaysia, will lead Malaysia’s delegation to the 51st ASEAN Foreign Ministers’ Meeting / Post Ministerial Conferences and Related Meetings (51st AMM/PMC) from  30 July to 4 August 2018 in Singapore.  This will be his first participation at ASEAN meeting since assuming the portfolio of Foreign Minister. YB Dato’ Saifuddin Abdullah will be accompanied by his wife, senior officials from the Ministry of Foreign Affairs and the Permanent Mission of Malaysia to ASEAN in Jakarta, Indonesia. The 51st AMM will be preceded by several preparatory meetings at the Senior Officials’ level.

 

During the 51st AMM/PMC, the ASEAN Foreign Ministers will discuss issues related to ASEAN’s Community, implementation of the ASEAN Political-Security Blueprint 2025, ASEAN’s future direction as well as preparations for the 33rd ASEAN Summit and Related Summits, scheduled to be held in November 2018. The Foreign Ministers will also discuss and exchange views on matters relating to regional and international issues of common interest such as developments in the South China Sea, situation in the Rakhine State, situation in the Korean Peninsula, counter terrorism and violent extremism, maritime security as well as other non-traditional security issues.

 

In addition, YB Dato’ Saifuddin Abdullah together with the other ASEAN Foreign Ministers will also be attending the Post-Ministerial Conferences (PMCs) with ASEAN Dialogue Partners namely Australia, Canada, China, the European Union, India, Japan, the Republic of Korea, New Zealand, Russia and the United States.

 

Malaysia is currently the country coordinator for the ASEAN-U.S. Dialogue Relations for the term 2015-2018. YB Dato’ Saifuddin Abdullah and H.E. Mike Pompeo, the US Secretary of State will be co-chairing the ASEAN-US Ministerial Meeting on 3 August 2018. Following the 51st AMM/PMC, Malaysia will be the country coordinator of the ASEAN-Australia Dialogue Relations for a three-year term of 2018-2021.

 

Apart from the 51st AMM and ASEAN+ 1 PMCs, the ASEAN Foreign Ministers will also participate in the Meeting of the SEANWFZ Commission, the 19th ASEAN Plus Three Foreign Ministers’ Meeting (19th APT FMM), the 8th East Asia Summit Foreign Ministers’ Meeting (8th EAS FMM) and the 25th ASEAN Regional Forum (25th ARF).

 

YB Dato’ Saifuddin Abdullah is also expected to hold several bilateral meetings with his counterparts from ASEAN and Dialogue Partners at the sidelines of the AMM/PMC to discuss and strengthen cooperation on strategic issues of common concern.

 

At the conclusion of the 51st AMM/PMC, the Foreign Ministers are expected to adopt a number of outcome documents, including the 51st AMM’s Joint Communiqué which will highlight the discussions as well as strategic and important decisions made during the meetings.

 

The ASEAN Foreign Ministers are scheduled to witness the signing ceremony of the Instrument of Accession to the Treaty of Amity and Cooperation (TAC) in Southeast Asia by Argentina and Iran. The TAC serves as a key code of conduct for inter-state relations in Southeast Asia, with the main aim of promoting peace and security in the region.

On the occasion of the 51st ASEAN Day Celebration, a Flag Raising Ceremony will be held at Wisma Putra in Putrajaya on 8 August 2018.The ceremony will be officiated by YB Dato’ Saifuddin Abdullah, Minister of Foreign Affairs of Malaysia.

ASEAN has grown from strength to strength since its establishment and has made remarkable development on all fronts. The event is aimed at promoting greater public awareness on ASEAN and its achievements.

 

Under the Chairmanship of Singapore, this year’s theme, “Resilience and Innovation”, projects the vision for a united ASEAN amidst the growing uncertainties in the global landscape. It also envisions a well-equipped ASEAN in facing the rapid change in technology driven economy.

 

Heads of Diplomatic Missions, government officials, civil society organisations, youth, students as well as members of the media have been invited to celebrate this ceremony.

The Prime Minister, YAB Tun Dr. Mahathir Mohamad will lead the Malaysian delegation to the 33rd ASEAN Summit and Related Summits from 13 to 15 November 2018 in Singapore.

 

YAB Prime Minister will be accompanied by his spouse, YABhg. Tun Dr. Siti Hasmah Mohamad Ali, Minister of Foreign Affairs, YB Dato’ Saifuddin Abdullah, Minister of Economic Affairs, YB Dato’ Seri Mohamed Azmin Ali and Minister of International Trade and Industry (MITI), YB Datuk Ignatius Darell Leiking; as well as officials from the Prime Minister’s Office, Wisma Putra and MITI.

 

The theme of the Singapore’s Chairmanship is “Resilient and Innovative ASEAN”It encapsulates the vision for ASEAN to be united amidst growing uncertainties in the global strategic landscape.

The Summit will also give the Leaders the opportunity to exchange views on the future direction of ASEAN and its conduct of external relations, as well as to discuss important regional and international issues.

 

YAB Prime Minister together with other ASEAN Leaders will also participate in the ASEAN Plus Three Summit; the East Asia Summit; and ASEAN Plus One Summits with Australia, China, India, Japan, Republic of Korea, Russia and the United States.

 

YAB Prime Minister is also expected to deliver a keynote speech at the ASEAN Business and Investment Summit 2018 (ABIS) at Marina Bay Sands. The event will focus on reviewing and identifying issues to facilitate and promote economic cooperation and integration.

 

YAB Prime Minister is scheduled to attend the 2nd Regional Comprehensive Economic Partnership Summit (RCEP). Leaders are expected to issue a Joint Statement on the Negotiation of RCEP and note the Report by RCEP Ministers to the Leaders.

 

YAB Prime Minister is expected to hold several bilateral discussions with his counterparts from the ASEAN Member States and dialogue partner countries at the sidelines of the Summits.
